Except
as provided in this Privacy Policy, The TreasureCom Inc Websites
do not disclose individually
identifiable information about its visitors to any third party
without that visitor's consent.

Philosophy
The
information provided in this Privacy Policy covers your interactions
on the different areas of TreasureCom Inc Web sites referenced
above (excludes the co-branded pages of our partners and affiliates).
As a company, TreasureCom Inc believes strongly in protecting
online consumer privacy, and it is TreasureCom Inc's goal
to allow our visitors to provide as much or as little information
as they feel comfortable.
Information this Site Collects
Required
Information
To use the TreasureCard services, consumers must submit their
name, address, phone number, and email address. To take advantage
of certain features of the TreasureCard services, consumers
must submit credit/debit card or bank account information.
Required information is necessary for us to process transactions,
protect you against credit/debit card or checking account
fraud and allows us to contact you should the need arise.
Transaction
Information
To
process transactions, we collect information related to each
transaction, such as the amount and the necessary identifying
information, including the account numbers or email addresses
of the parties involved.
Third-Party
Information
During the processing of transactions, we may collect verification
information from our Third Party credit card authorization
service. The Third Party verifies that users' credit card
information and address matches the information that the user
supplies to TreasureCard. Questionnaires, Surveys and Profile
DataWe may offer optional questionnaires and surveys to our
users for such purposes as collecting demographic information
or assessing users' interests and needs. The use of the information
collected will be explained in the survey itself. Aggregate
Statistical InformationWe may collect aggregated statistical
information for purposes of improving our service and your
experience with PaymasterMillenium, TreasureCom and its affiliated
companies and divisions. This data does not contain personally
identifying information, such as name or email address.
Our
Use of Information
Internal
Uses
We use data collected on our website in order to 1) provide
our financial services, 2) provide customer service, and 3)
improve our product. We give access to individually identifiable
information about our users only to those employees who require
it to fulfill customer
service requests.
Contacting
TreasureCard Visitors
We may contact website visitors about our products or conduct
additional surveys. Only those visitors who have given their
permission to participate may be contacted.
Disclosure
to Other TreasureCard Users
We will NEVER release an individual's personal information
without consent. If you are a registered TreasureCard user,
you have consented to have your name, email address, date
of sign-up, and whether you have confirmed (or not confirmed)
an account at another financial institution only made available
to anyone whom you have paid or who is attempting to pay you
through TreasureCard, as described in the Terms of Use. However,
your credit card/debit number, checking account and routing
number, and other financial information will NEVER be revealed
to anyone whom you have paid or who has paid you through TreasureCard.
This makes TreasureCard transactions more private than mailing
a check or giving out your credit/debit card!
Disclosure
to Third Parties
We will not give third parties individually identifiable information
about users except for the limited purposes described below.
1.
In accordance with the Terms of Use of the TreasureCard
service, whenever it is necessary or appropriate to comply
with the law or legal process, to protect our systems and
customers, or to ensure the integrity and operation of our
business and systems.
2. We are compelled to do so by order of a duly-empowered
governmental authority.
3. We have the express permission of the consumer, such
as provided in the Terms of Use.
4. We are required to disclose it in order to process transactions.
5. We may share aggregated statistical data with our business
partners or the general public. For example, we may tell
the general public that 10% of our users live in Florida.
6. When a user signs up for a co-branded version of TreasureCard
(e.g. TreasureCard.com) through links on our co-branded
partner's website, TreasureCard will share with the co-branded
partner that user's name, email address and physical address.
When a user signs up for a co-branded version of TreasureCard
through TransActPro Agent System, TreasureCard will share
with its Agents that user's transactional information in
order to sync with TransActPro.
Internet
Information
We use IP addresses to analyze trends, administer the site
and gather broad demographic information for aggregate use.
IP addresses are not linked to personally identifiable information.
Referral
Program
When you sign up to use the TreasureCard Service, we may
send you an email with a unique referral link that you can
forward to your friends. The link identifies you as the referrer.
Use
of Cookies
We may use cookies when users log in to their TreasureCard
Service account with their email address and password. These
cookies allow us to remember a user who visits multiple pages
in our site, so that the user doesn't need to re-enter the
password multiple times. Once the user shuts down the browser,
these cookies expire and no longer have any effect. We also
may use longer-lasting cookies to display users' email addresses,
so that they don't have to retype the email address each time
when logging in to an account. In addition, we may use cookies
to process our affiliate program; no personal information
is shared with our affiliates. Usage of a cookie is in no
way linked to any personally identifiable information while
on our site.
Opting
Out
At the end of the registration process, a new user may elect
to be excluded from any surveys or product announcements.
A user who later decides not to receive email notifications
for TreasureCard transactions or product announcements may
choose to opt out by changing their preferences in the Profile
page of the My Account tab.
Corrections
and Updates
Users can update their account information in the Profile
page of the My Account tab. In some cases, it may be necessary
to email service@TreasureCardl.com or call (561) 366-8611
Monday through Friday between the hours of 4am and 10pm PT.
DeactivationUsers may terminate an account by sending a request
to our customer support staff through the Contact Us button
on our website through our Help Center.
Notification
of Changes
This policy may be revised over time as new features are added
to the website. We will post those changes prominently so
that you will always know what information we gather, how
we might use that information, and whether we will disclose
it to anyone. Please check this site for information about
revisions to our privacy policy.

Data Security and Encryption
The
security of your information, transactions, and money is the
core of our business and our top priority at TreasureCard.
TreasureCard
automatically encrypts your confidential information in transit
from your computer to ours using the Secure Sockets Layer
protocol (SSL) with an encryption key length of 128-bits (the
highest level commercially available). Before you even register
or login to our site, our server checks that you're using
an approved browser - one that uses SSL 3.0 or higher.
Once
your information reaches us, it resides on a server that is
heavily guarded both physically and electronically. Our servers
sit behind an electronic firewall and are not directly connected
to the Internet, so your private information is available
only to authorized computers.
Seller
Protection Policy
TreasureCard
wants to protect our sellers against chargebacks due to fraud.
Although
the vast majority of payments occur without problems, there
is always the risk that you are dealing with a fraudulent
buyer. There is a risk, for instance, that your buyer may
be paying you with a stolen credit card.
Who
takes on this risk? Most payment companies simply pass on
100% of the transaction liability to the seller. TreasureCard
is different. We sometimes chose to give sellers the opportunity
to protect themselves from liability.
We
can do this because we know that if you follow certain guidelines
you dramatically reduce the risk that you are dealing with
a fraudulent buyer. They are:

Be a Verified Premier or Verified Business Account (U.S.)Verification
is a positive signal to your buyer and to the TreasureCard
community. By using the Verification System, TreasureCard
reduces the risk that a Seller is not legitimate. Dishonest
Sellers damage both the TreasureCard community and the
online community in general.
· Ship to the buyer's Confirmed AddressTreasureCard often
prompts buyers to provide sellers with a Confirmed Address
when making a purchase. The Confirmed Address is often checked
against the credit card billing address maintained by the
buyer's credit card company. Shipping to this address minimizes
the risk of being paid by a fraudulent buyer.
· Retain reasonable proof-of-shipment that can be tracked
onlineAlways keep proof that you did indeed honor the payment
and made the shipment to the Confirmed Address. Most U.S.
carrier companies offer this service, including the U.S.
Postal Service. You will be required to provide a copy of
this shipment record in cases of disputes. The tracking
documentation must show that you shipped to the Confirmed
Address.
· Ship tangible goodsSince comparable widely-accepted proof-of-shipment
methods are not currently available for intangible goods
and services, we are currently unable to offer Seller Protection
for digital goods and other electronically-delivered items.
· Only accept single payments from single TreasureCard
accountsPayments by a buyer from multiple accounts for a
single item are a fraud indicator. Under no circumstances
should you accept these payments. Acceptance of these payments
will result in loss of protection under this Policy and
possible termination of your account.
· Ship to domestic (U.S.) buyers at U.S. addressesExcept
for Jamaica we do not currently extend Seller Protection
for international payments and shipments.
The
Seller Protection Policy was developed for those sellers who
want to limit their risk. We give sellers the opportunity
to be protected from chargebacks if they follow the guidelines.
Sellers who decide not to follow them make the decision to
take on risk and will be held liable for any chargebacks.
A
special note about shipping internationally: Except for
Jamaica If you choose to ship internationally you do so outside
of the Seller Protection Policy. Furthermore, shipping to
a country not on the list of TreasureCard approved countries
is a violation of our service and may result in termination
of your account.
Buyer
Complaint Process
Although
the vast majority of TreasureCard payments occur without
problems, should an issue arise, TreasureCard will work to
help settle disputes through our Buyer Complaint Process.
For further information on increasing the safety of your transactions,
see our Fraud Prevention Tips for Buyers.
If
you do not receive the promised goods when using TreasureCard
to make a purchase, take the following steps:
1.
Attempt to contact the seller. Many disputes occur over
simple misunderstandings and can be resolved through open
communication.
2. If you are unable to resolve the situation this way,
you may immediately initiate an investigation by filing
a Buyer Complaint Form (login to your account and and select
the "Security Center" link in the footer of any TreasureCard
page). This report must be filed within 30 days of the payment.
TreasureCard will investigate your complaint and attempt
to recover any funds you are owed. You will be entitled
to the return of any funds BillsXPress is able to collect
on your behalf. However, fund recovery is not guaranteed.
We will make every effort to complete our investigation
and any reimbursement within 30 days of the date the Buyer
Complaint Form is filed.

Fraud
Prevention Tips
While
the vast majority of online transactions are completed between
two honest parties, fraud and the resulting chargebacks are
a fact of Internet life. Through our Buyer and and Seller
Protection Policies, BillsXPress protects those users who
follow our safe commerce rules. It is however, each individual's
responsibility to take proactive steps to protect themselves
from fraud. We have provided the following guidelines to assist
you.
Fraud
Prevention Tips For Sellers
The
more selling you do, the more likely you are to receive a
payment made with unauthorized funds. By becoming familiar
with common fraud patterns and taking steps to protect yourself,
you will reduce your chances of becoming a victim. If you
decide to take on additional risk by not following our Seller
Protection Policy rules, you are liable for chargebacks from
fraudulent transactions. The attributes listed below are
warning signs that a transaction may be fraudulent and you
should conduct additional diligence before completing the
sale.
Ship
to the Buyer's Confirmed Address. This address is checked
against the address maintained by the Buyer's credit card
company. By shipping to this same address you will reduce
the risk that your buyer is using a stolen credit card.
* As of March 11th the Seller Protection Policy may require
sellers to ship to the buyer's billing address provided
in the transaction details page of the payment.
* A buyer who requests that you ship to an address that
differs from the one on the transaction details page under
"Confirmed Address" should be seen as suspicious. This person
may be using a stolen credit card and entered the real billing
address of that card in order to pass the address verification
check but is now trying to get you to ship to an address
where the person can access the items.
* Premier and Business Account users may change their Preferences
so that they only receive payments that are accompanied
by a Confirmed Address.
Check
out the Buyer's Reputation. Most auction sites have forums
where sellers can leave feedback on buyers' bid retractions,
speed of payment and general experiences. Use extra care in
taking orders from new buyers.
· Look for buyers with long histories of successful transactions
who have a number of positive comments from other sellers.
·
Check whether the buyer is a Verified BillsXPress User and
has been a member of BillsXPress for at least a couple of
months.
Accept
Payment from Only One TreasureCard Account per Buyer.
Be wary of payments made from different BillsXPress accounts
for a single item.
· Our Terms of Use forbids transactions where the seller accepts
payment from more than one BillsXPress account. Limit Credit/Debit
Card Payments. Most online fraud is committed using stolen
credit/debit cards. Our new Preferences feature allows Premier
and Business Account users set up their accounts to accept
payments from checking accounts only. This eliminates the
risk of fraud due to stolen credit/debit cards, the most common
form of Internet fraud.
Be
wary of Buyers who are Not Concerned with Costs. Fraudsters
often want the items shipped immediately and do not mind spending
extra money for overnight delivery.
Conduct
more Checks on Buyers of High Value Items. Certain types
of merchandise that can be easily resold for large amounts
are especially attractive to fraudsters. This includes electronics,
computers and computer equipment, cameras, home entertainment
products such as DVDs and DVD players, sports equipment, jewelry
and other similar items.
Be
Extra Cautious with International Payments. TreasureCard
does verify international buyers' credit cards, however international
transactions do carry a higher risk of fraud. International
transactions are not currently protected under our Seller
Protection Policy. Our new Preferences feature allows Premier
and Business Account users to set up their accounts so that
only U.S. users will be allowed to send them money. If
you choose to ship internationally and hence, not be covered
under the Seller Protection Policy, follow these guidelines:
·
Only ship to the countries on the PaymsterMillennium Approved
Countries list. If you ship to a country not on this list
BillsXPress reserves the right to restrict your account.
· If an address is provided in the Payment Details page, ship
only to that address.
· Only ship internationally to International Users. The transaction
details page of the payment should have an International
status, rather than Verified or Unverified.
Fraud
Prevention Tips For Buyers
There
are dishonest sellers on the Internet who will attempt to
sell you merchandise they do not own. Conducting due diligence
on a seller before sending the payment will reduce your chances
of being caught in such a scam. The following are guidelines
to incorporate into your buying practices that will help protect
you.
Check
out the Seller's Reputation. One of the best ways to get
to know a seller is by reading comments left by previous buyers.
Most auction sites have forums where buyers can leave feedback
on sellers' business practices. Use extra care when buying
products from new sellers.
*
Look for sellers with long histories of successful transactions
with a number of different buyers.
*Check whether the seller is a Verified TreasureCard User
and has been a member of BillsXPress for at least a couple
of months.
*If you encounter problems with a TreasureCard member,
you may try to resolve them through our Buyer Complaint
Process. Use Extra Caution with High Value and Popular Items.
Certain types of items carry a higher fraud risk and require
additional checking before completing the sale. These products
include popular items that tend to be sold out in stores.
*Be suspicious of deals that seem too good to be true. They
usually are.
*Be suspicious of sellers offering a very low price for
a hard to find item and seem to have a large number of these
same products.
* If a seller is offering a number of the same items, ask
to speak with the seller's supplier. Independently verify
that the supplier is a legitimate business with the correct
address and phone number through a telephone directory or
by calling 411.
Do
not Buy "Out of Auction" from a Different Seller. If you
receive an unsolicited email from someone selling the same
product that you recently bid on, be careful about buying
the product. While the seller may be offering a lower price,
fraudsters often use this tactic to get around the official
controls and consumer protections auction sites provide members.
